Projeto cria app para agendar consulta médica na rede pública de Osasco
Começou a tramitar na Câmara Municipal de Osasco o Projeto de Lei 50/2019, que autoriza a Prefeitura a criar um aplicativo para realizar o agendamento, confirmação e cancelamento de consultas e exames nas unidades básicas de saúde (UBS) e policlínicas da cidade.
O autor do projeto é o Vereador Jair Assaf (PROS). Na justificativa da proposta, ele afirma que a criação da ferramenta irá facilitar a vida da população, evitando deslocamentos desnecessários dos pacientes.
Assaf também aponta que ferramentas do tipo já são utilizadas em Santos e Santana de Parnaíba, entre outras cidades. Em São Paulo, o aplicativo Agenda Fácil foi criado em 2017 e chegou a todas as UBS do município no ano passado.
O caminho da aprovação
Para virar lei, um projeto protocolado precisa antes passar por uma longa discussão no Parlamento. O Regimento Interno da Câmara determina que, primeiramente, ele precisa ser avaliado pelas comissões de mérito, que o discutirão em diversos aspectos.
A Comissão de Constituição e Justiça (CCJ), por exemplo, avalia se a proposta é compatível com a Constituição Federal e as demais leis do país. Já a Comissão de Finanças vai analisar o impacto financeiro. No total, o Legislativo osasquense possui nove colegiados.
As comissões também podem propor alterações nas matérias avaliadas por elas.
Depois o projeto segue para o Plenário, onde precisa ser aprovado pelos vereadores em duas votações. O passo seguinte é o envio para o gabinete do Prefeito. Se ele sancionar a proposta, aí sim temos uma lei.
Mas o Chefe do Executivo também pode vetar o projeto. Nesse caso, ele retorna para o Legislativo, onde os vereadores votarão para decidir se mantém ou rejeitam o veto. Se for mantido, o texto é arquivado. No segundo caso, a proposta é promulgada pela Câmara Municipal e se torna lei mesmo com a oposição do Prefeito.
